Micheal Turley, of West Jordan, UT, is a Senior Consultant, a former technology executive, and a former Brigadier General who served decades in the United States military (USMC and USA), rising through the ranks from enlisted to General Officer.
Turley began his military career in 1985 as an active-duty United States Marine and served in various deployments critical to our nation’s security and peacekeeping efforts. After being commissioned as an Army Engineer Officer, he steadily rose to a Commanding General. While in traditional reservist status, he also had a successful civilian career in technology and healthcare, working as a project manager, sales and account representative, and a senior executive. Michael Turley successfully pivoted into a career in healthcare administration and technology after leaving active service as a US Marine and transitioning to a Reserve Commission in the US Army. His skills as a private businessman have proven quite effective, and he likes to credit his military experience and training as pivotal to strong leadership and high adaptability. He was Co-Principal of a $10M/year tech startup, SmartTalk Inc., a healthcare communications (software solution) company that allowed healthcare providers to access patient information and securely communicate. Michael managed accounts and leveraged cost-saving initiatives to achieve a 90% profit margin for SmartTalk, Inc. and reduce costs and communication errors for thousands of healthcare providers across the United States in the ambulatory and traditional hospital space. He helped launch SmartTalk, Inc. (with venture capital funding) through a successful business plan to profitability and an eventual profitable sale to investors. He worked at SmartTalk, Inc. for 12 years, rising to the position of President.
In addition, Turley worked for McKesson Corp. (a Fortune 10 firm) for 4 years in Sales and Management. As a Regional Representative and Account Manager at McKesson, he was successful in launching a new electronic medical record product across the western US, introducing the product into an already saturated market with low penetration by McKesson, Corp.
Distinguished Military Career
Michael Turley was intentional about his educational goals, graduating with a bachelor’s degree in business from Chapman University. He went on to attend the University of Phoenix, where he obtained a Master of Business Administration (MBA) degree. Graduating from Senior Service College (DOD) as a National Security Affairs Fellow in residence at Stanford University in Palo Alto, CA, graduating from the Joint and Combined Warfighting School (JCWS) at the Joint Force Staff College in Hampton Roads, VA, graduating from the Homeland Security Executive Seminar at the Harvard Kennedy School in Cambridge, MA, and from the US Army Senior Executive Program (ASEP) in Washington, DC. His two decades of military service began as a non-commissioned officer (working as a fire-control technician) and culminated as a General Officer in Command of a force of over 7,500 service members and civilians.
His service in Baghdad, Iraq, as a Combat Engineer Company Commander, in Nicaragua as a Company Commander building schools and clinics, during the response to Hurricane Katrina and Rita in Louisiana as a Company Commander, as a Recruiting and Retention Battalion Commander, and his distinguished and critical service as an Engineer Battalion Commander during historic flooding in Longmont, Colorado, that devastated homes and roads is exemplary. Under his command, a team of Army and National Guard engineers designed and constructed a mountain road that included a design/build construction of a retaining wall and highway overpass that included the actual movement of a river back into its banks to prevent future disruptions to transportation and communities in the area and bring a level of normalcy to the residents of that area in Colorado. These are but just highlights over decades of military service, both on active duty as well as in a traditional reservist duty status.
Turley continued in several key command positions in units at every level until he reached the rank of Commanding General, leading thousands of soldiers and managing $100s of millions in budget, formulating strategic plans, and executing operations and training in peace and combat. As Chief of the Joint Resources and Readiness Division of NORAD & United States Northern Command, Turley was in charge of a $50m training budget and tasked with translating the Commander’s organizational objectives into actionable training that could be measured and improved.
He served four years as Commanding General-Brigadier General (federal) and Major General (state) in the US Army’s Joint Force Headquarters-Utah National Guard. Turley demonstrated exemplary leadership during a period of high stress and intensity (from natural disasters to riots and a pandemic) for over 7,500 soldiers, airmen, and civilians. Micheal’s position required him to conduct international relationship development efforts, including multiple visits to the Kingdom of Morocco, where he participated in the commemoration of the 75th Anniversary of Operation Torch-the invasion of North Africa by US forces in World War 2, in Nepal with Joint and Combined Exercise training (JCET) for US and Nepalese Gurkha Rangers and senior military officials, and across the continents of Africa, Europe, and Asia.
Turley has received numerous military honors, including the Defense Superior Service Medal (DSSM), The Bronze Star Medal (BSM), the Meritorious Service Medal (MSM), the Army Commendation Medal (ARCOM) the Army Achievement Medal (AAM), the Navy and Marine Corps Achievement Medal (NMCAM), the US Army General Kerwin Award for highest Readiness Battalion in the National Guard of the United States, the Army Engineer Officer School Leadership Award, the US Marine Corps NCO Academy Leadership Award, and many unit, service, and campaign medals and awards. Michael is a Hoover Institution National Security Affairs Fellow-US Army War College/Senior Service College Graduate in Residence at Stanford University in Palo Alto, CA, and a graduate of the Homeland Security Executive seminar at the Harvard Kennedy School in Cambridge, MA.
Top-level Government Contractor
After active military service, Brigadier General Michael J. Turley has been serving as a Senior Government Consultant under the helm of CJT Consultants LLC., which acts on behalf of the US State Department in its global peace initiatives and operations and through foreign governments that support United Nations Peacekeeping operations worldwide. His skills in command leadership have been pivotal in guiding and mentoring Command and Staff personnel under the guidance of the US State Department and the Office of Security Cooperation in African Peacekeeping operations across the continent. He has been a key member of military efforts to garner cooperation for UN peacekeeping missions in the Central African Republic (CAR) and was acknowledged for his role as both an executive leader and command mentor for over 900 soldiers preparing for deployment to the CAR. He acted as a host-nation trainer and strategist under the United Nations processes and procedures component, where he successfully restructured various military training scenarios and practices to match field realities and increase peacekeeping capacity.
As a contractor, Turley has maintained his (DOD) Top-Secret/Sensitive Compartmented Information (TS/SCI) clearance. He is considered an expert in strategy, planning, tactics, strategic communications, crisis management, and international business/government development.
